Download Rivaturner Statistics server
Download DGVOODOO2
Excract DGVOODOO2 folder to the root of the install
open ms folder of DGVOODOO and copy files to root install
open rivaturner statistics server
set fps to 60
select vector 3d
select framebuffer
launch the game!

So, I realize this post is from 3 years ago. If the OP is still available and can reply, that'd be awesome. First of all: THANK YOU! I followed the instructions and it worked. Now my son's favorite childhood game works again, and that's brilliant. I appreciate it.
Secondly, Could you please enlighten me as to what these two tools are doing? I'm not sure I entirely get it.
I understand that an old game targeting DirectX 8 (as Frogger TGQ does) will not work on a version of Windows that has directX 11. I see that voodoo2 has a file d3d8.dll, and that DLL also exists under my Windows folder. I know that Windows will prefer to use a DLL in the same folder if it's found, so that part makes sense.
I'm at a loss as to how RivaTuner is helping the situation. I get that it's mainly for gaming stats and it also allows you to change settings. But how would the Voodoo2 DirectX 8 DLL know to look for the RivaTuner Server?
If there's a simple explanation, I'd love to hear it.

this game requires dgVoodoo? interesting... not like i'll play this particular game that looks like it was made by the same people who did shark tale, but i did not expect a game from 2001 to rely on the ill-fated glide API... or does it just require an older directX version? i know those can be very picky
